There is a known issue in SilkPerformer where the workbench closes down at the end of a Peoplesoft loadtest and the overview report does not get generated. The issue lies specifically with PeopleSoft because SilkPerformer generates measures in the project attributes dialog for the various metrics to be collected during the test. However these metrics are so vast that when a baseline test is carried out the resulting baseline report is very large (50mb+). This has the knock on effect of corrupting the detailedReport.xml and loadtest.xml files within the test folders, causing them to disappear. These files are supposed to be created within the test reuslt folder and used to compile your overview report at the end of the test but if these are missing then the overview report cannot be generated. The solution in this case is to disable any metrics from the project attributes that you do not specifically need to collect.
