Hmm, don't you think that it is the application under test to blame here? The footprint in a small test, e.g. against our demo.borland.com is much smaller (see my screenshot). What is the footprint of your application in a regular IE process? Besides that, BDLT needs a lot of system resources besides RAM. So somewhere around 20-30 users, you will reach the limit for the machine anyways. If you are lacking hardware and if your application under test is internet facing, you might also want to consider our CloudBurst offering.
