I don't use Smart Screen but I did some cleanup to be on the safe side. I disabled every addon in IE but was still getting these calls. Luckily on the last try I came across an IP that belonged to Skype (it was trying to connect to 91.190.216.64 but could not from here). I shut down Skype and the Microsoft calls stopped. I guess Skype uses some sort of proxy that PerfRec was trying to use and ended up as the program doing these Microsoft calls (see the image link below). Even without any more firewall blocks, the Recorder control popup doesn't come up. I'm not trying to record anything at the moment. Just to bring up the control using Record- Recorder. A quick try to record Google.com using IE gave no errors and no recorder popup either. Here's the firewall capture: http://i.imgur.com/z0G2TMO.jpg
