If the "deactivate" button is non operational you should take note of the following points: A license can only be deactivated on the same machine on which it was activated. The license has to be deactivated before moving to a new machine. Therefore you will need to deactivate the license on the original machine where it was first activated and then activate it on another machine. After a license has been deactivated you can reactivate it on any other machine, but not on the machine where it has been deactivated. The license is installed via the dynaTrace client which can run on any machine. dynaTrace then uses the details of the machine where the dynaTrace server is installed to create the activation key.
