A common reason for being unable to load a WebService WSDL file is because your network requires that you go through a proxy server. Check your Internet Explorer browser settings: TOOLS | INTERNET OPTIONS | CONNECTIONS Tab - LAN Settings If a proxy server is defined in these settings you will most likely have to configure it in Java Explorer also. If "Use Automatic configuration script" is checked then you will need to ask your network administrator which proxy server to use. In Java Explorer enter the proxy server details here: TOOLS | SYSTEM SETTINGS | CONNECTION Please note that you may also need to add a username and password if authentication is required. If you are unsure about the proxy server details please contact your system administrator.
