This error is reported when the ‘Encryption (SSL)’ option in agent communication is enabled as shown below. You can access this dialog under TOOLS | SYSTEM CONFIGURATION MANAGER, and connect to the agent machine showing the issue. To work around the issue you can connect to the agent via unsecured unsecure connection by unchecking the ‘Encryption (SSL)’, and the agents can then be used as expected.
